I don't know. And having read this, I still don't know if I know. But a website called Digital Battle lists the top 10 budgets ever. I'm not sure what their sources are, but if everybody's reposting it, it must be true!

The surprise in there for me was APB, which I don't know much about. Apparently it's something like Grand Theft Auto: The MMO. Here's the trailer.
Is this just game budget or does this include marketing budget?

Given the fact that APB doesn't come out until next week and there's been zero marketing, I'd say it's just production budget.
